Content Message format

The DIDComm message m either directly contains content (e.g., a file) as a DIDComm attachment, where it is base64 encoded, or specifies how to access and decrypt detached content in case more efficient serialization of large files is required. The message type and structure shall follow https://didcomm.org/media-sharing/1.0/ or a functionally equivalent protocol.
